Crime and legal system in Japan

Japan has a relatively low crime rate. Women can feel free, in general, to walk at night without fear of being attacked. Crimes in which people are shot and/or killed are few. Incidents of pick pocketing in crowded shopping areas, on trains and at airports have been a sporadic concern. Japanese law was historically heavily influenced by Chinese, but has been largely based on the civil law of Germany since the late 19th century. Japan's court system is divided into four basic tiers, 438 Summary Courts, one District Court in each prefecture, nine High Courts and the Supreme Court. Outside the larger cities it is very difficult to find attorneys or lawyers with an acceptable command of English.
