The Estonian legal system is based on civil law. Crime in Estonia is genereally low and you are unlikely to meet the existing criminal groups in normal day-to-day life. Street crime can be a problerm in the "Old Town" especially during tourist season. Take the precautions you would everywhere. Most organised crime and underground activity in Estonia is concerned with smuggling different goods from Russia to Sweden, Finland and elsewhere in the Baltic area.
