The French legal system is based on Napoleonic code laid down by, indeed, Napoleon in 1789. Of course, the law has evolved since - it can now be desribed most broadly as civil law.
France is a big and complex country and (reported) crime has been increasing in recent years. Crime levels are not substantially above other big European countries, though. A limited number of neighbourhoods in the larger French cities merit extra caution.
