Today Iceland has a civil law legal system based on Danish law, but during the period of the Icelandic Free Viking State (930-1262) Iceland functioned well without any central government or written law. The crime rate is extraordinarily low on Iceland. The country's 700 or so police officers do not carry guns, and many of them have roles other than law enforcement for example some are ambulance drivers. Petty crime and theft incidents are largely confined to Reykjavík.
