Due to the strength of the oil industry and the economy in general, Norway has been able to counteract the disadvantages of a cold climate and a difficult language and attract a relatively large number of expat workers. Most expats, however, are found in the larger cities on the west coast and in the capital Oslo. Although Norway is located in Europe, it has not joined the European Union, but it is a member of the European Economic Association and is therefore covered by the EU/EEA Freedom of Movement legislation.
