The system of the Shari'ah was augmented by 1959 legislation that established courts of law, regulated the judicial system, and adopted modern legal codes and thus avoids the civil court-shari‘a court dualism prevalent in its sister states. Crime levels are low in Kuwait, in fact significantly lower than in most Western countries. Violent crimes against expatriates are rare. Take the precautions you would in a Western country.
